A Policy Recommendation Paper for Pakistan

Pakistan should treat recycling as resource-security and industrial-competitiveness infrastructure — not a residual municipal service. The paper's strongest near-term recommendation is a sequenced national programme linking verified material-flow data, recovery infrastructure, safer markets, and industrial demand — starting with Faisalabad's already-planned waste investments and the country's export-oriented textile sector.
Establish a time-bound Pakistan Circular Resources Mission, with a federal secretariat, provincial delivery units, and an independent technical advisory panel. Its first two years should fund baselines, standards, traceability, and a Faisalabad demonstration portfolio — with capital released only against verified feedstock, offtake, and environmental compliance.

Pakistan's Resource-Security Case
Frames recycling as industrial policy rather than waste diversion — textiles and apparel made up roughly 59.7% of Pakistan's merchandise exports in July–March 2025–26, and stronger traceability raises their trade value.
Faisalabad as a Demonstration Region
Faisalabad already has an official 2023 estimate of 1,860 tonnes of waste per day and a proposed 500-tonne-per-day Material Recovery Facility — a real platform to pilot source separation and organics recovery rather than build a stand-alone showcase plant.
Circular Textiles and Export Resilience
Pakistan's textile waste isn't one pile: roughly 887,000 tonnes of pre-consumer waste, 270,000 tonnes of domestic post-consumer textiles, and 809,000 tonnes of imported second-hand clothing each need different classification, quality control, and markets.
Municipal Materials, Plastics and Livelihoods
Pakistan generated an estimated 3.9 million tonnes of plastic waste in 2020, most of it mismanaged. Extended Producer Responsibility schemes need to fund real outcomes and formally include informal waste workers, not displace them.
Agriculture, Food and Poultry Resource Loops
Large crop and poultry outputs suggest real by-product potential, but generic national estimates aren't investment-grade — district-level inventories need to test moisture, seasonality, competing uses, and biosecurity first.
Water, Wastewater and Groundwater Safeguards
Groundwater supplies most of Pakistan's agricultural and domestic water, so circular industrial policy has to include abstraction monitoring and safe wastewater reuse — recycling shouldn't end up recirculating pollution.
Institutional Architecture and Financial Governance
Proposes a Pakistan Circular Resources Mission with clear federal, provincial, and local roles, milestone-based funding instead of upfront subsidies, and digital traceability aligned with EU requirements.
Phased Implementation Roadmap
Three phases — Establish (0–12 months), Demonstrate (12–30 months), Scale (30–60 months) — with numerical targets set only after a 12-month verified baseline, not upfront aspiration.
